The film presents Karas, a kind of city spirit that sets the balance between people and yokai, protecting them. Every Karas has a 'master', Yurine (Piper Perabo), who represents the people’s will and determines Karas’s actions. The two species live together, but people have lost their ability to see the yokai, which bothers Eko (Matthew Lillard) , a former Karas. He returns to lead this city after he kills the current Karas ignoring the duty to maintain harmony between the two species and to protect people. He has an evil plan to master both species and remake Tokyo. The first step he does is to transform the yokai into mikuras, the process in which yokai’s bodies are replaced with machines which need human blood. Without a protector, the city needs another Karas to maintain balance and Otaha (Steve Staley) is chosen as the new Karas. He starts fighting against Eko, who represents a danger to the population.
